Receive Message "Not Found" When Trying to Set Up Run Local

Q - When I try to set up a user on a terminal server, I receive the message "Not Found" when I try to bring up the utility EL850.EXE to set up the Run Local folder and icon. See sample message below:
System.Management.ManagementException: Not Found
Other users with Elliott 8.5 that were already set up on this terminal server receive the following message when running Elliott from Local:
We were unable to synchronize your local version of Elliott to the Network.
