Feature - Generic Write Error Event

This feature adds a new system level event used to track errors that may be encountered when writing a record to the database. The event is registered through System Utilities-> Company File Maintenance.

Event Description: Write Error Event

Currently, this event is only implemented in Customer Order Processing-> Processing-> Billing-> Mass Billing CSV Import (multi-bin version only). I may be available in other applications in the future as needed.
