Order Inquiry will now show the state, city, and district tax percentages with the literals changed to support the three tax types.

If there are multiple state tax attributes on file for the order (_TAXBREAKDOWNX1), the state tax amount amount will be calculated based on the order taxable amount the sales tax amount 1.
